Related SDGs: SDGs 9, 11, 12, 13 and 17.

  1. Background and Rationale

Water scarcity, climate pressures, urbanization and growing industrial demand are increasing the need for sustainable water management models, particularly in arid and water-stressed regions, wastewater remains an underutilized resource that, following appropriate treatment and verification of its safety, can be reused to reduce pressure on conventional water sources while advancing circular economy approaches and resource efficiency.

Industrial wastewater presents both a challenge and an opportunity, particularly when it contains oils, grease and industrial contaminants generated by maintenance activities at petroleum facilities, the session seeks to promote a shift from the linear model of “use–treat–discharge” to a circular approach of “conserve–treat–reuse,” linking water security with technological innovation, sustainable industry and green urban development, and it will convene local authorities, universities, research institutions, innovators, industry representatives, and water and sustainability experts to explore how wastewater can be transformed from an environmental burden into a valuable resource.

It will also examine how innovations can progress from research and invention to scientific validation, pilot testing, implementation and responsible scaling. A patented filtration technology using agricultural fibres will be presented as a case study to inform the discussion, rather than to promote any particular technology.

  1. Session Objectives

The overall objective is to advance practical pathways and collaborative partnerships for the sustainable management and safe reuse of industrial wastewater, particularly in arid and water-stressed environments. The session will seek to:

  • Explore the potential for treated wastewater reuse in non-potable applications, including landscape irrigation and green infrastructure, to reduce reliance on conventional water sources.
  • Examine resource-efficient treatment technologies and the scientific, regulatory, environmental and economic requirements for their responsible application.
  • Strengthen collaboration among municipalities, universities, innovators and industry, while identifying opportunities for real-world testing, independent scientific validation, capacity-building and knowledge exchange.
  • Develop adaptable and transferable models for other cities and regions facing water scarcity.

The dialogue will focus on three interconnected pillars:

  • Water Management and Reuse: Advancing the transition from wastewater disposal to safe treatment and reuse, while examining municipal priorities and the integration of reclaimed water into green infrastructure.
  • Innovation, Science and Scaling: Presenting a patented physical filtration technology using sustainable agricultural fibres to treat oils, grease and industrial contaminants in wastewater from petroleum facility maintenance sites. Discussions will address water quality, technological readiness, regulatory compliance, economic feasibility and pilot testing.
  • Green and Resilient Cities: Exploring how appropriately treated wastewater can support green spaces and infrastructure, reduce demand for other water sources, and strengthen urban resilience and industrial sustainability in the face of climate change.
  1. Innovation Spotlight

Agricultural Fibre Filtration for Wastewater Treatment and Reuse at Petroleum Facilities and Urban Greening — A Patented Technology

The technology is designed to remove oils, grease and industrial contaminants, enabling the potential consideration of treated water for suitable non-food landscape irrigation applications, subject to scientific validation and compliance with applicable water quality requirements and environmental, health and regulatory standards.

Rather than presenting the innovation as a standalone solution, the session will use it as a case study to examine the full pathway from innovation to impact:

Innovation → Independent Validation → Pilot Testing → Regulatory Readiness → Expanded Pilot Implementation → Deployment → Scaling

This case study will also provide an opportunity to discuss how locally developed, intellectual property-protected technologies can contribute to broader water security objectives when supported by scientific research, responsible governance and cross-sector partnerships.

  1. Expected Outcomes and Added Value

The session aims to generate practical recommendations identifying scientific, regulatory and institutional priorities, partnership requirements, and opportunities for collaboration among municipalities, universities, innovators and industry, it will also explore a framework for knowledge exchange on testing and scaling water innovations in arid environments.

The session proposes exploring the establishment of the UAE Water Innovation Living Lab as a voluntary, multi-stakeholder platform connecting local authorities, universities, innovators and industry, the proposed platform would identify promising water solutions, facilitate independent assessment and testing, and demonstrate their feasibility under real-world operating conditions, its proposed pathway would encompass identification, validation, piloting, evaluation, demonstration, scaling and knowledge-sharing. The featured technology, alongside other relevant innovations, may be considered for future assessment based on scientific findings, stakeholder interest and applicable regulatory requirements.

Following the session, the organizers propose preparing an Outcome Brief summarizing key recommendations, partnership opportunities and next steps. Subject to stakeholder agreement, the brief could also outline the proposed Living Lab framework and identify opportunities for research collaboration and pilot projects, lessons learned could support the adaptation and transfer of successful solutions to other water-scarce regions.

  1. Contribution to Sustainable Development and Call to Action

The session will primarily contribute to SDG 6 (Clean Water and Sanitation) by supporting improved water quality, pollution reduction, increased recycling and safe reuse, enhanced water-use efficiency, and stronger stakeholder participation in water resource management, it will also support SDG 9 through innovation and sustainable industry; SDG 11 through resilient and sustainable cities; SDG 12 through resource efficiency and circular production models; SDG 13 through enhanced climate resilience; and SDG 17 through multi-stakeholder partnerships.

Key Message

Wastewater is not merely an environmental challenge to be managed; it can become a resource for sustainable development when innovation is combined with science, responsible governance and effective partnerships.

The session calls for accelerated independent scientific validation and responsible testing of circular water technologies, advancing innovations from patented inventions to pilot projects and from pilot projects to measurable impact and transferable knowledge. It also encourages continued exploration of the UAE Water Innovation Living Lab as a collaborative mechanism for assessing solutions, generating evidence and facilitating knowledge exchange.
